The purpose of this resource is to focus on empowering pupils' learning. It outlines the key assessment criteria against "learning behaviour" outcomes for each year group, including reception-aged children. The intention is to help primary teachers plan and assess. There is no intention to try and assess everything. Inevitably, in collating these criteria, choices had to be taken. The author has attempted to identify the "key assessment criteria".

The criteria in the resource are intended to be applied professionally by teachers, i.e. there is no formula or algorithm for deciding the assessed outcome. Teachers need to use the criteria in a holistic way and decide on the best-fit outcome. School leaders need to ensure all teachers and staff are putting appropriate processes in place to ensure equity and consistency across the school/academy.

The resource outlines the skills for "Empowering Learning", suitably broken up into 6 areas: self-manager; effective participator; independent enquirer; reflective learner; team worker and resourceful thinker. These need to be taught and nurtured across all areas and ages. These are effectively the "Learn to Learn" skills.
